The boom in demand for mobile phone throughout the world is causing a constant increase in the BTS (Base Transceiver Station) number, particularly in Medan city. Such increase aims at achieve a better spatial frequency utilization to accomplish the growing number of users and services. However, the electromagnetic radiation (EMR) emitted from BTS are hazardous to human health. In this paper we address a linear mixed-integer programming model that combine the base station location problem, the frequency channel assignment problem and the base station connection to the fixed network considering the EMR. We solve the model using a feasible neighborhood search approach.en_US
