dc.description.abstractEconomic development with empowering of the natural resources of dryland has stagnated growth, requiring the marine sector to be well managed to spur economic growth. The potential of marine and fishery of North Sumatra consists of capture fishery of 276,030 tons/year in the Malakan Strait and in the Indian Ocean for 1,076,960 tons/ year. The production of aquaculture consists of terrestrial fisheries of 20,000 ha and aquaculture of 100,000 ha, freshwater cultivation 81,372.84 ha. Based on data analysis result known; a) the value of ICOR for the fisheries sub-sector in North Sumatra are 3.210 (year 2016) and 3,121 (year 2017) which indicates this sub-sector has good prospects for the making of investments, as well as showing a relatively efficient for investment when compared with other sub-sectors; b) sub-sectors of the marine has an average value of ICOR 3,368 (year 2016) and 3,344 (year 2017) which shows of this sub-sector is relatively efficient for investment when compared to other sub-sectors of the gross domestic product formation of North Sumatra, c) Value ILOR of maritime sectors North Sumatra average of 5.837 (year 2016) and 6,160 (year 207), which shows that the marine sector is good enough to absorb the labor force, d) capable maritime sector contributed 8.37% to gross domestic produc of North Sumatra province in year 2017, e) 2016 fisheries sub-sector contributed 27.71% to the maritime sector and increased to 20.01% by 2017. Based on the suggested discussion; a) Development of marine services should be directed to; 1) sustainable economic growth with marine services as the driving force; 2) improving the welfare of business actors, especially stakeholders related to the marine services industry; 3) preservation of the environment and marine resources; 4) make marine services as capital for marine development. And suggestions that can be given are; a) to support the development of marine economy in North Sumatra to be established village unit cooperatives for fishermen, b) The local government is expected to deal with the problems faced by fishermen and fish farmers and provide the infrastructure to support the activities of fishermen.en_US
