Kajian Pengembangan Komoditi Perkebunan Rakyat Unggulan di Kabupaten Toba Samosir Dalam Rangka Pelestarian Kawasan Danau Toba
Abstract
The management of subsector smallholder is one of the strategies undertaken by the central and local governments in order to spur economic growth, through featured smallholders revitalization program to the development of smallholders commodities in accordance with the potential and ecogeografics aspects of each region. Besides the large estates, the smallholders also plays an important role, especially as a source of income, employment, regional economic development, environmental protection and resource conservation. The study was conducted to examine the role of the development of smallholders commodities featured in Toba Samosir Regency in order to conserve the Lake Toba. The research method used was the Location Quotient (LQ), using secondary data time series 2006-2009 of the productivity smallholders commodities of Toba Samosir Regency. The research concludes: a) there are five smallholders commodities featured in Toba Samosir namely; rubber, coffee, cloves, nutmeg and nut, b) in developing smallholders commodities featured, the necessary role of government in an effort to increase productivity, specifically through various programs, c) as well as the source of income of the smallholders commodities that leading role in conservation, especially in the area of Lake Toba in Toba Samosir Regency. Based on the results of this study suggested: a) in District of Toba Samosir productivity improvement efforts that focus on smallhoders commodities featured either through intensification or extensification program supported by improvements in farm technology, infrastructure development, irrigation, extension agencies and the provision of production facilities, improved cultivation and post-harvest technology, b) the Government Toba Samosir undertake a variety of training to farmers who manage the smallholders featured in the region of Lake Toba.
