The aim of this research is to determined the specialization of city with city and regency with city in North Sumatra. By using the regional specialization index which introduced by Krugman, two regions have specialization if their index is bigger than one. Assumed that these index was rigid to change, so the specialization index calculate in 2002, 2006, 2010, and 2013. The result of this studi shows that only Medan have specialization to other cities, namely Sibolga, Tanjung Balai, Pematangsiantar, Tebing Tinggi, and Binjai in 2002. In the same time, the regency and city which have specialization are Deli Serdang with Sibolga and all regencies with Medan. In other observations, there is no pair of city has specialization, while the mayority of regency with city have specialization. In 2006, 2010, and 2013, only Sibolga has no specialization with the others regencies, as well as Nias Selatan and Serdang Bedagai haven't specialization with one of the all cities in the same time. There are five cities pairs have specialization in 2002 and in 2006, 2010, and 2013 are absence. Meanwhile, the 14 pairs of regency-city that have specialization in 2002, increase to 46 in 2006 and 101 in 2010 and decrease to 97 in 2013. The other way, amount of regency and city have no specialization increase from 64 to 80 and 99 and 103 respectively at the same time.en_US
