dc.description | The research objective was to examine and determine the influence of the implementation of HR information system on career development, and internal service quality partially; to examine the influence of ASN’s career development; and to examine the influence of the implementation of human resource information system indirectly on internal service quality through both career development and working discipline in Medan Municipality government.
The research population was the whole ASN’s of Medan Municipality, while the number of sample determined by Slovin formula was 373 persons, drawn proportionally according to their agencies or working places. The data was collected by interview, questionnaire, and documentary study. The variables were investigated by using 7-level Likert scale. All items of questions had tested in advance for their validity and reliability, whereas a model uniformity test was conducted for the research model. Data processing was carried out by using Analysis of Moment Structure (AMOS), and analyzed by Structural Equation Modeling (SEM).
Result: the implementation of human resource information system has significant influence on career development; and both career development partially have significant influence on ASN’s internal service quality in Medan Municipality government. Indirectly, the implementation of human resource information system has insignificant influence on service quality either by ASN’s career development or by ASN’s career developmend. ASN’s Career development and working discipline variables weren’t ones that mediated the influence of the implementation of human resource information system on internal service quality. | en_US |
dc.description.abstract | Tujuan penelitian ini adalah untuk menguji dan mengetahui pengaruh implementasi Sistem informasi SDM terhadap pengembangan karier dan juga terhadap kualitas layanan internal secara parsial, menguji pengaruh pengembangan karier secara parsial terhadap kualitas layanan internal, selanjutnya menguji pengaruh implementasi sistem informasi sumber daya manusia secara tidak langsung terhadap kualitas layanan internal melalui pengembangan karier dan juga melalui disiplin kerja di pemerintahan kota Medan.
Populasi dalam penelitian ini adalah seluruh aparatur sipil negara yang bekerja di kota Medan, sedangkan jumlah sampel yang ditetapkan berdasarkan rumus Slovin sebanyak 373 orang, ditarik secara proporsional berdasarkan instansi atau tempat kerja ASN. Data dikumpulkan dengan wawancara, daftar pertanyaan dan studi dokumentasi. Variabel-variabel diteliti dengan menggunakan skala Likert 7 tingkat. Seluruh pertanyaan terlebih dahulu diuji validitas dan reliabilitasnya, sedangkan terhadap model penelitian dilakukan uji kesesuaian model. Pengolahan data dilakukan dengan menggunakan Analysis of Moment Structure - AMOS, dan dianalisis dengan structural equation modeling – SEM.
Hasil: Implementasi system informasi sumber daya manusia berpengaruh signifikan terhadap pengembangan karier, Implementasi sistem informasi SDM berpengaruh signifikan terhada disiplin kerja ASN, Pengembangan karier secara parsial berpengaruh signifikan terhadap kualitas layanan internal ASN di pemerintahan kota Mesdan. Secara tidak langsung implementasi sistem informasi sumber daya manusia tidak berpengaruh signifikan terhadap kualitas layanan baik itu melalui pengembangan karier, variabel pengembangan karier tidak merupakan variabel yang memedisi pengaruh implementasi sistem informasi sumber daya manusia terhadap kualitas layanan internal. | en_US |
